For initial and general advise.  The Ultimate Hose clamp should be mounted towards the top of your spindle.  

The Dust boot should be mounted as shown in the picture below where the MagRing, which needs to be glued onto the top of the dust boot, is just above your spindle mount.  
 

Note the placement of the spindle compared to how the dust boot sits.
